APN psmtneorm vs. psmtneofin

We got AT&T SIM cards for our M2M application. SIM cards provisioned to use APN psmtneofin work. SIM cards provisioned to use APN psmtneorm do NOT work.

By the way, our application requires a Static IP address that doesn't change.

We are using two cellular modems in a machine-to-machine (M2M) configuration.  
The local machine uses AT modem commands to the local cell modem to open a TCP connection to a specific port on the remote cell modem.

The remote modem is configured to auto-answer on that port.
Once the remote modem accepts the connection, the local machine can exchange data with the remote machine.

Then the local machine uses AT modem commands to close the connection until it needs to communicate again.

The remote modems with SIM cards provisioned to use APN psmtneofin are accepting the connection as expected.
The remote modems with SIM cards provisioned to use APN psmtneorm are NOT accepting the connection.

Bulk SIM cards provisioned with a Public, Static, and unrestricted IP addresses (256MB data plan)

 

Corp User FAN: (Edited as per community guidelines)
