A neighbor dug in his backyard and tore out an At&t terminal. What can be done?

This happened approximately two years ago. I thought that repairs or terminal installation was done on another property but this wasn't the case. I found out that nothing had been done in all this time when I tried to order At&t internet. A tech guy came out to attempt installation but he mentioned that the lines and infrastructure were still inoperable. This technician knew about the problem because he came out two years ago to attempt to reason with the neighbor that tore out the At&t infrastructure. It became an issue and either the PD or sheriff went to knock on the guy's door, but he never answered. It turned out that this neighbor took out service to over 10 homes according to the At&t installation techs. Those neighbors were not able to reconnect to At&t, instead having to be serviced by a cable provider, to this day.
