If you're referring to turning off access to specific devices, yes you sure can. If you have a Chromebook on your network that you would like to manage regarding time limits, etc; download the AT&T Smart Home Manager appif you have not already done so.
You will have options for Block Internet Access as well as setting time limits for a device. You won't have control over specific web site access, that would be more relating to parental control through 3rd party software.
If this is a school issued Chromebook, chances are the school already has software loaded; however, for a personal device, that would be up to the owner to install any security software, etc.
