Why is my data slowed when payment is late?

If my data is unbearably slow, to nonexistent—coincidentally, when my payment is late, isn’t that throttling? Is that legal?

But even if they were yes they can do what they want to obtain payment including suspending service altogether. It’s within their legal rights
