U-verse connection speed please help.

Ok this is a long story but I will shorten it to just details. At my location when I ordered it shows I can only get 1.5mbps but my old address can get 3mbps. The problem with this is they are the same location just a new address was given because we tore up old house and placed new driveway that comes in at a different location. When I ordered I talked to online tech support and they told me that the tech that does the installation would run a check on the line and see if the 3mbps would work. He ran the check and said he was surprised but it held over the 3mbps and I could even see 3.8 easily that the line was good and held on the high end of what they needed to allow 3mbps. He got on his ipad and put in a service ticket to have the account upgraded and was told it should take no more than 24 hours. That was 9/19/15 still no boost and everyone I talk to tells me that my current area only offers 1.5mbps both online chat and on the phone. They are just pulling account info and address and not the line I need to know what I need to do to get the 3mbps added to the plan for me since it was checked by the field tech and showed it would hold. Thanks for any help.

Just out of curiosity what so you think would be a good speed with these numbers? User rate down 1817, up 380, max user rate down 7641, up 1222, nose margin down 7.9, up 28.3, attenuation down 36.5, up 19.9, rate cap down 7611, attenuation @ 300kHz down 29.1

Better than 1.8 Mbps/.38 Mbps (which is what you're provisioned for now).  3.0 / 0.768 Mbps doesn't seem out of the question.  6 is probably out of reach.  But what I think and a dollar will buy you a 99 cent cup of coffee (as long as they don't charge tax).

Yeah I was figuring 5mbps down would be pushing it but doable.
