Upgrading from 1000 to 2000, why does it require a tech visit?

I want to upgrade my services from 1000 to 2000.. I currently am in a brand new construction home, in a brand new neighborhood.. we moved in 30 days ago.. We started with 1000.. but I would like to upgrade to 2000 to spread the bandwidth out among our devices.  I thought I could just go into my account online and change my services, but it is telling me it requires an AT&T Tech install visit because it says "You are getting a new wifi router for your service!"  
  
I don't need or want a new wifi router.. We have the BGW320 already which is running FTTH through SFP to the gateway.  This seems unnecessary.  The last thing I want is to take a day off work to wait around for a tech to show up in a 4 hour window when the first time they showed up 1.5 hours after the 4 hour window period ended.    
  
So, I called in, and they said this is to "check the facility and make sure the equipment is working".. word for word... why in the world would they need to check my "facility" or home... and obviously the equipment is working... it's a brand new BGW320, 30 days old...

What color is the SFP plugged into the 320?

GREEN is GPON, max speed of 1000, tech visit would be required to change the splitter connection at the PFP and replace the SFP.

RED is XSGPON, your are on the correct splitter at PFP with correct SFP, no tech appointment would be required.

if do require an installation for upgrade just need someone 18 or older to be there… family, friend, house sitter, etc.

Do you mean what color is the end of the cable?  It is white, with a green connector.  Why would it be plugged into GPON in a brand new neighborhood?  Are they still installing those in new build outs where 2/5 Gig is available?

Inventory,  there are a lot of GPON splitters that need to be used up.

Some PFPs that have been recently turned on have only GPON splitters while others have both splitters types and some have XSGPON. Have seen all three configurations in PFPs that have been turned on in last 6 months. 

The Red or Green refers to the color of the SFP that the fiber cable into. Small plastic outline...

Bottom picture is Green on SFP, therefore need a tech appointment for ant speed upgrade over 1000 to move splitter connection and change SFP.
