Social Security site cannot be reached from AT&T in San Diego

On March 25th 2020 at 8:52 AM I could not connect to the social security site from AT&T in San Diego California, Zip 91932

https://secure.ssa.gov/RIL/SiView.action

I had to use VPN to connect from a dfferent area in the US, in this case NY worked, I will have to try other areas to see where the problem is.

At 10:16 AM the connection to www.ssa.gov is available again, but it takes a long time to respond.

It looks like the problem is related to the AT&T DNS.

When I use VPN it uses a different DNS and in that case there is no problem.

This bug keeps coming back, on 03/25/2020, and now 03/28/2020, still broken on 03/30/2020.

AT&T DNS servers cannot resolve ssa.gov adresses.

DNS with AT&T Cannot resolve ssa.gov, while it seems to work fine with NordVPN.

The problem seems to be with AT&T DNS.

On 03/29/2020 the ATT DNS still cannot resolve the ssa.gov sites.
To work around the bug I had to connect using VPN which uses a different DNS, or by manually setting a public DNS from Google or Open DNS.
Still waiting for ATT to fix the problem, they scheduled the repair for 03/31/2020.

This setting for Open DNS both for IPv6 and IPv4 works and allows to connect to ssa.gov

On 03/31/2020, the AT&T DNS is working again, it now can resolve the ssa.gov address.
I hope this time it is fixed for good...

The ATT DNS only worked for a few hours on 03/31/2020, now the bug is back again on 04/01/2020 at 12:35 AM. This is getting ridiculous, I have to use the public DNS from Google or the Open DNS to work around the problem because the AT&T DNS keeps failing. The problem started on 03/25/2020 and it has been failing on and off for several days, it is still failing on 04/01/2020 at 1:10 AM Pacific time.
