Seeing high ping times late afternoons/evenings
Normally my ping times are in the 10-20ms range during they, but they start creeping up in the afternoon and eventually get above 200ms, with occasional drops. This is impacted streaming services and general internet usability. I have opened 3 tickets with AT&T, and am now awaiting a service tech in the morning, who won't find any issues with the local stuff. The latency appears to be two hops away from me in the network. I suspect there is a oversubscription issue on that node, but I can't seem to communicate this to the AT&T support team to get them to investigate this as something more than just a last mile issue.

Would you be willing to share your traceroutes that led you to your conclusion?
Do you have FTTP or FTTN (copper/VDSL2/ADSL2+)?

Let's find out why your ping is so high, cdub387.
Like our ACE, JefferMC has asked for, which is the ping and traceroutes tests. Those are needed so we can your evaluate your routing path. Also he did ask a very good question, about the type of service you have. Let's take that question and go a couple of steps further.
You have stated that you have a tech coming to see you. That is wonderful. Besides posting it here so we can see it, please have the ping and traceroutes handy for the techs, so they can see what you are talking about.
That article will give you ways to do the ping and traceroutes test that we hare asking for.
Looking forward to seeing those test results.

Right now, everything is ok, but the slowness will start like clockwork after 4-5 PM.

FYI, all of these are from the AT&T modem itself, which eliminates all of my infrastructure. As you can see from the traceroutes, the first couple of hops from my modem appear to be ok, the latency starts occurring at 12.123.240.222.

It certainly does look like there is either congestion in the link between 75.14.129.92 and 12.123.240.222 or 12.123.240.222 gets rather busy.
I don't suppose you have any friends or neighbors who have done the same sort of tests, eh?
ATTHelp, please don't ask the user to reboot gateway, or any other meaningless steps. Could you just create a ticket to get it looked at instead? Latency of 100 ms should not be normal.
