Moving, unable to transfer service

Trying to move my Uverse internet to new apt. Been trying since 3/23/15.

AT&T says someone has service there. The person that moved out didn't even have AT&T internet. They finally gave me the name of the person that supposedly has service and she has been gone from that apartment for over a year.

Apartment manager called told them she doesn't live there. But as of 4/4/15 no one can do anything about it. 1 customer service told it it might be a dry line. Meaning AT&T didn't disconnect it properly.

I have made at least 10 attempts to get my service moved. Manage made at least 3 calls.

4/4 it was suppose to be turned over to a manager at AT&T to investigate. Still nothing.

This is crazy a company like AT&T can't fix this. How can someone that doen't live there tie up the service i want.

I'm an AT&T retiree and I would sure hate to have  any other internet service. Cause the service is good if you can get it.
