MAJOR differences in AT&T speed tests and independent speed test apps.
I pay for 1000mbps home internet. We have tested our speed using a number of highly rated apps and our speed has never exceeded. 300mbps and is usually less than 100mbps. When I run a speed test on ATT - when our internet is running especially slow - AT&T says our speed is over 900mbps which we have never seen using various “speed test” apps and it is occurring when our internet is slower than normal. Does this happen to anybody else?

at&t speed test tests your modem to the at&t central office, other speed tests test your speed beyond the central office to 3rd party servers, thats where you will see variations dur to the amount of hops to different servers, server congestion, and distance to the server.

I pay for 50 mbps. AT&T's servers say that I am getting 53.9. Independent tests shows 4.32. This is wireless.

I pay for 18 mps (highest rate I can get). AT&T says I'm getting 17. Speakeasy says anywhere from 4 to 11 (multiple tests). Ookla says 15. Both Ookla and Speakeasy indicate they are testing speed to AT&T's San Diego facilities (I'm in North County San Diego). I am using a PC connected by Ethernet directly to AT&T's Uverse modem colocated about 6 feet from my PC.
On Speakeasy they report ping at 186 ms and jitter at 104 ms, both of which seem high.
Any insights, and recommendations?

@Lorob1 I'm not sure what you're questioning. Those results are all within normal margins of error for external speed tests. Are you using the Ookla Speedtest app from the Microsoft Store or their speedtest.net browser-based site? The former eliminates issues that cause varying problems with browsers.
