Why am I paying for 12mb per sec and only getting 1mb per sec always.... It's fraud... and takes for ever. If i'm using wireless and about two feet from the att router it should be fine. But no.. it takes something that should be an hour about 6 or 7 hours to download. Please makee sure your NETWORK workrs before telling me what I'm supposed to get.

Unfortunately, it really sucks to have poor internet, especially when paying for a package you're not receiving- That's unfortunate!
Concerning your AT&T services:
First, have you properly verified your internet speed package? Are you sure you're subscribed to the 18meg profile? Have you tested your speed with a certified internet speed test?
If so, then it's not the company's "NETWORK" that isn't properly functioning. There's simply an issue with your account settings and/or outside/inside wiring issue. There's toooons of reasons that could cause poor service outcomes. We are a telecommunication company sending you a signal flow from across the country, so ofcourse there are chances of issues.
The best and maybe only thing to do to take a step forward and have this resolved is contact AT&T support care and have a uverse technician sent out, at no charge, to take a look at what's going on.

For many people, the DHCP problems with the 2Wire/Pace/Motorola routers can be solved by configuring the RG as follows:
1. Go to http://192.168.1.254/ and find the RG's wireless configuration page.
2. Change the setting "Wi-Fi Protected Setup" to Disabled.
3. Change the setting "Authentication Type" to WPA2-PSK (AES).
4. Click the "Save" button at the bottom.
5. This procedure may ask for your RG's password. The default password for your RG is printed on a sticker on the side of the RG (3600HGV, 3800HGV-B, 3801HGV and NVG589/510) or on a white sticker on the backup battery (i3812V).
Disabling WPS should help with the DHCP timeout issue and general wireless connection problems.
Setting authentication specifically to WPA2-PSK/AES improves connection reliability on Macs and other Apple products.

Edit: On the 12/1.50 M VDSL internet here I get 15.35/2.00 M, so you should get better than 12M on ADSL 2+ (I assuming you're on).

To add some more things to think about:
The problem could be the wireless connection between your device and the Residential Gateway (RG), or between the RG and the device it talks to upstream, or both. Or a bad speedtest. Or competition for your connection.
How are you speed testing?
Have you tried doing a speed test while connected via a cable?
Have you tried another speed test?
Do you also have TV? Using a lot of HD streams?
Do you do online backup? upload a lot of videos? Use P2P file sharing?
Have you checked your sync rate and error stats on the Broadband tab at http://192.168.1.254/ ?

there is
something wrong with the NETWORK. There has always been something wrong
with it for the past couple years. I've been sent multiple last chance
recovery guys and yeah I guess it did work for a little bit there. Maybe a
month it was ok, but now it's back to the same old same old. I don't really
expect it to every be fixed because of how inaccurate it has always been.
When
I had the lowest package I remember getting about half a meg
and couldn't stream NETFLIX so I upped it to compensate for that...( Which
I shouldn't have had to do to watch NETFLIX)
But downloading a game or movie on my high end desktop right next to the
router takes forever. (it's not always next the the router but in this case
it was)
The funny thing is if I use that same computer at my friends house who has
almost have the speed with the same service and it downloads faster... and
his router is in the other room.
I was heavily upset at the time so I decided to say something.. Waited
about 7 hours for a game
to download. I don't expect anything from this.
