internet 100mb is very slow (getting about 8mb download oly)

When i got the internet installed before i left Comcast, att sales promised a dedicated guaranteed speeds of 100mb with the promise of installing fiber 1gig speeds at my house in 3 weeks. they even created a ticket to inquire about when the 1 gig will be installed and then the sale person told me they responded that it will be installed in 3 weeks. this turned to be false and lies

what makes it worst is the fact that i am paying for 100mb downloads speed and i am barley getting 5 to 8 mb downloads. technician came and said there is nothing he can do. he tried to convince me by saying in his system eveything looks green and the speeds are 110 mb download. i pulled my latest and newest laptop (alienware with the leatest and fastest specs) and ran a test in front of him and it showed speeds of average 8mb downloads. I took my tablet, samsung S5e and also a smasung S6 tablet and showed him the slow speeds of the test (ran them separately not at the same time). then disconnected all my devices from the modem and only hard wired my laptop and the speed went up to 11 mb downloads. then he said i do not care about what your devices say, he said "my job tells me to go by my numbers I have and they all show they are green and it shows that you are getting 110 to 120 speeds not the numbers that your devices show so i will leave because i have done my job" I said excuse me, my ATT TV is glitching and loading and not working, i showed him my brand new ATT tv box which was hard wired to the modem and runs of the att internet, and showed him how CNN and all other channels are glitching and pixelating and not working at all. still he said with so much rudeness "Sir, i told you your service work fine but it seems you do not understand so i will leave now because talking with you is useless" and he just started to pick his devices and wanted to leave i said excuse me my service is not working at all and then he just said with rudeness "I go by these numbers and it shows they are green and you are getting 120 mb speed, Good by sir, there is nothing i can do more because everything is working"

Seriously poor customer service, poor service.

i called in att and then they kept apologizing for what he did and rescheduled another visit this coming Tuesday.

this is not acceptable, i was told they will guarantee 100mb of speed and i am barley getting an average of 8mb downloads. I need ATT to fix this.

no provider can guarantee a specific speed its always advertised" up to". the salesperson was blowing smoke when he said fiber would be there in 3 weeks because nobody knows when or if fiber will be deployed in any given neighborhood at&t executives do not share it with the public nor employees. plus your in a 2 year contract so signing up for 3 weeks then changing service to fiber would trigger a hefty early termination fee .

This is an update. The technician came and tried to fix the problem.
He did not and he said there is nothing he can do. My internet speed is very slow still. My att tv is cutting, stuck in loading with a msg saying my internet is slow and interrupted. And my internet speed from att suppose to be 100, and hard wired we barely get 7mbps now.
Called customer service to seek a solution and they told me if we send another technician again we will charge you 99 dollars as a fee. Wow. This is truly messed up. False advertising, lying, and then att does nothing to fix the problem.
