Extremely low upload speed, unable to get help

Tested my internet speed today. Download ~15Mbps, upload anywhere between 0.1Mbps and 0.9Mbps. Rebooted the gateway, spent a long time navigating website, spent 20 min listening to the music on the phone, spent 10 minutes trying to convince the chatbot to get me talk to the human, while said chatbot was offering me links to pages that didn't work at all. While waiting for the human promised by the chatbot (about 30 minutes into it), I thought maybe I could find some help here. I use WiFi. At the moment nobody else in the house is using internet, and I was checking the speed sitting a foot away from the gateway. Any ideas appreciated. Thanks for reading.

You mention you tested the speed from approximately a foot away from the gateway. Was this over Wi-Fi or a device connected to the gateway? Although internet speeds can vary, the Internet 18 package has a maximum speed down of 18 and up of 1.5. This is the speed at the gateway itself. When you connect a device to the gateway this diminishes, especially if connecting via WiFi. The speeds you are reporting of 15 and 0.9 are within that range.
