DSL keeps going in and out also really bad ping when it is on

Address is 107 Garrison Vision Drive, Oakwood, IL 61858. We live next to people with coaxial cables and Comcast, but somehow this gated community is stuck with bad ATT dsl max speed 6mb (never gets close to that), but that's is besides the point. My point is that it is completely unreliable and never stays on for more than 30 minutes now. This needs to be addressed as 3 out of the 4 people in this house need a stable internet to take tests online for college. This community can clearly afford to pursue fiber/coaxial cables but att laughed at us when we asked them about it at a corporate office in the nearby town. Please at least fix find out why it goes in and out all the time and fix that. Clearly the old copper wires sending bad DSL internet need replaced.
