Bad network hop on AT&T's network

I work from home every day and am sick of AT&T's awful network performance.  Frequently access to my company's resources (via VPN) is handicapped by a bad node on AT&T's network.  In this case it's hop #4 so pretty much everything I do experiences latency.

This is an AT&T router:

AT&T Services, Inc. ATT (NET-12-0-0-0-1) 12.0.0.0 - 12.255.255.255DUPROT_pool MIS2L8 ATTW-120109142455 (NET-12-242-112-0-1) 12.242.112.0 - 12.242.127.255

Who is responsible, if anyone, for fixing this stuff?

The people responsible for fixing this stuff aren't reachable.  They're protected from mere mortals like you and I.
