ATT DSL Internet Spiking to 1000+ ping randomly

Ever since the router at my house has been replaced, I've been getting random short spikes and even long spikes up to 1000ms, 2000ms, or 3000ms ping. I've been monitoring devices on the network by IP address to see where the traffic comes from but, it varies. One day its coming from my phone, another its coming from my tablet, another its coming from my mother's phone, etc. It's really frustrating that this keeps happening every single day and its making online gaming impossible. Anything I can do in the control panel to limit devices exceeding the ping past a certain amount?

I just tried the Troubleshooting tool and the ping lowered down to below 60ms and then shortly start to go above 1000ms again. Last night it was really bad. Consistently going up to the 3000s and I kept restarting my router and wifi, and even trying the troubleshoot restart, but it kept going extremely high.
