WiFi Issue....Keep getting a log in screen for public websites

I have wifi through AT&T U-Verse.  For the past couple of months, I've having intermittent issues with the wifi.  When I try to access a public website (www.people.com) on my smartphone, I receive a screen asking for my login info.  Since this is a public website and I do not have a log in or password for the site, I hit cancel and receive an error message.  I'm able to resolve issue by turning the wifi off and waiting a few minutes and turning it back on.  Sometimes I have to turn the phone completely off and repeat the process.  This has also happened when I try to connect to the wifi on my laptop.  I have to disconnect from the network and reconnect several times and/or completely power off the laptop.  Additionally, one of our televisions is having an issue as well.  When we turn it on, there is a "No Signal" error message.  After resetting/restarting the device several times, we finally get a signal, but it is hit or miss whether or not the signal will still be there the next time we turn on the tv.  Very frustrating.  Any ideas?

no worries, to get started we're going to need a little more information. Are the sign in issues only happening on this website or multiple sites? Do you have DirecTV or U-verseTV? Lastly, when did these issues start occurring? We look forward to hearing back from you.

I have U-Verse TV...our apartment complex has the fiber optic cable.  The error happens on multiple sites as well as well as in apps.  I don't get the screen asking for log in information on an app, but the app will not load...like it's unable to find an internet connection.  It has been happening for several months now and I spoke with someone via chat a few weeks ago.  They mentioned that I may need a new router, but I never heard anything else.

Could you post a screenshot of your phone when the login box shows up?  I'm wondering if that might tell us something about what is going on.  At first I thought you were talking about accessing channel sites like ESPN, ABC, etc., where they need to know if you're an U-verse TV subscriber so that they can decide whether or not you can see their channels.  But you're talking about plain content websites.  Getting a login box seems very odd.
