slow internet speed

I have really slow internet speed (28mb/s up, 1.77mb/s down, avg in my county is 100mb/s or more), even though I have U-verse. I have tried turning it on/off, disconnecting all my devices, disconnecting my router, everything AT&T recommends. I have even bought another modem, and still that didn't work.

the problem is not with my computer. I have taken to many different places and it has always been the same as the internet speed avg wherever it's plugged into.

I don't know what to do, and it's getting very frustrating. I hope one of you can help me.

the model for both the old and new modems is Pace 5268AC

my internet is uncapped

What internet speed are you subscribed to? Not what is the average in your area...

Individual address speeds will be dependent upon facilities available and your distance from those facilities.

Some speed tiers from FTTN are..

100/20, 75/20, 50/10, 45/6, 25/5, 25/2, 18/1.5

As state 28/1.77 I suspect your speed tier is either 25/2 or 18/1.5, most likely 25/2 which would be bonded pair service over 3500 feet of copper wiring from the VRAD. If this is the best speed ATT currently offers for your address then it is the best speed you can receive unless ATT either upgrades your street to direct fiber within next several years or you move to an address where faster speeds are available. 

For ADSL2+ speed tiers the best speed  is 18 followed by 12, 10, 6, 5, 3, 1.5 and .76. On ADSL2+ best upload is 1. As state having 1.77 this is VDSL not ADSL2+ thus back to the FTTN speed tiers.

I'm still trying to figure out why everyone (including the government) seems to think everybody has to have 100 Mbps or they're also-rans.  What can you not do with 28 Mbps down / 2 Mbps up that you wish you could do?  Download OS images faster? I can see that.

But 28 will let you stream 4K movies.  28 will let you play almost any video game.
