Report Broken AT&T Buried Wire Cover

I attempted to report a broken ground utility line cover that people have stepped into leading to injuries. We confirmed that this AT&T equipment. I tried to report this issue with the buried wire center as instructed by an AT&T employee here. When I called the Buried Wire Center at 800-924-9420 they refused to take my report and told me to call repair at 800-288-2020. I waited on hold for 55 minutes before I gave up. I watched an elderly person and a child fall while stepping into the hole. This hazard is located on Walker Avenue between South Main Street and Petaluma Avenue in Sebastopol, Ca. A traffic cone was placed over the opening in the ground to alert others to the hazard.

Why do you not supply us with the information to get these requests completed without having to complain? I am also on hold, currently 55 minutes. These are a severe liability and someone is going to get hurt.
