I am sorry about the inconveniences, but I will be glad to help. I could not verify that the Panasonic DMR-EA38V worked with U-verse, but I was able to find the manual online to view how it would normally connect. With a set of AV cables, connect that to the U-verse DVR and run it to the 'IN1' ports on the Panasonic device. With another set of AV cables, go from the out to the TV.
Keep in mind a few things (I have tried recording U-Verse onto a DVD recorder as well):
You can only record what you are currently watching on that box (or, if the TV is turned off, what you would be watching if it was turned on). The tuner on the recorder is now worthless. (Then again, it was probably made worthless when analog TV channels were turned off years ago.)
Any messages or menus that would appear on the TV screen during the recording will also appear on the recording. As far as the U-Verse box is concerned, your DVD recorder is "just another TV".
DVDs were not meant for HD. The recorder is only expecting a 480/525i or 480p signal in 4x3 format. You should be able to record SD channels normally, but I remember trying to record an HD channel once and getting a mess. Your recorder may work differently; do a test recording of an HD channel to see what happens.
I didn't know it was possible to record from the dvr because of the drmm restrictions imposed by the government. I have heard about third party devices for workarounds but never tried any.

The SD outputs (Coax, Composite) do not have any DRM encoding on them, and can be recorded by something that has a coax or composite input. The HDMI output is protected by HDCP, so without some equipment (which would be prohibited by the DMCA) you cannot record the HDMI output from the U-verse Reciever. I'm not sure about the component output.
