Port Forwarding for gaming not working

I am attempting to host a server on an older game (Victoria 2) and in order to do so I need to open ports 1630-1641 both TCP and UDP. Though the wifi manager says that these ports are open when I use a port checker it tells me they are not and when attempting to access the ports it does not function, Help!

Here is more information on port forwarding. There is a selection at the beginning of the page that you can choose what gateway you have. After that, all the instructions should be there on how to open the ports that you need.
