Packet Loss to certain IP

Hello! I have recently been receiving packet loss which becomes especially noticeable while I am gaming. I have run a couple of WinMTR tests and have noticed the packet loss to the same IP address which seems to be located in Visalia California (I am in Chicago, IL). Is there any way for me to correct this issue on my end? I have tried troubleshooting as much as I could with my router here at home but nothing has fixed this issue so far. Any help would be appreciated.
