Pace Router Unable to Open FTP ports

Hello I have recently changed to ATT internet about 3 days ago. Since my switch to ATT Internet my security camera is unable to successfully upload the pictures and videos captured from my camera to my centralized storage on my computer, which is set up as an FTP server. I had issues with accessing the camera from outside the network but was able to resolve it by using port forwarding for the designated ports. What I have been having issues with is the FTP port 21. So far this is what I have done to try to resolve FTP issues:

1. Selected my computer in my router to allow FTP traffic - FAILED

2. Added my computer to DMZ+> reboot>obtain public IP. - FAILED

3. Tested my FTP site through IE and Telnet to ensure FTP is working, which it did but camera is unable to access it.

4. All my FTP server and Camera are in the private network. This is how the set up was when I was with Comcast and was working for 3 years until my switch to ATT

PLEASE HELP! THANKS

NOTE:: I have checked the firewall logs and every time I execute the FTP test on my camera the logs displays " Dropped Unknown Incoming Packet"

I also saw a thread in the community that had the same problem and the fix was to put the target PC on DMZ+ which I had already did and still did not work.
