Internet goes out at the same time every morning

My internet goes out at the same time every morning. This has been happening for about a week now, although our internet (broadband) is not great at the best of times. Our neighbors complain as well. We've had technicians come out who tell us the equipment and lines are outdated and they don't know why they haven't been updated, that we're too far away from the box, etc. Restarting the modem does nothing to bring the internet back in the morning (swearing at the modem doesn't seem to help, either). It comes back when it's good and ready, and then is okay, for the most part, the rest of the day.

I read about someone else having this issue and their DHCP lease was set to renew every 24 hours (as is mine). They changed this to a longer timespan, and this seemed to fix their issue. Could this be my issue? Could it be something ATT is doing at the server every morning at 8:30am Central Time?
