High Ping To Everything At Night

At precisely 11:10 every night my ping starts spastically jumping from 27 to 700 to 300. This problem has lasted for over 2 months. I have tested the ping plugged into the modem with absolutely no other devices connected. I use AT&T's 6mbs DSL plan.

Here is my traceroute to google when I am lagging:

I referred your issue directly to AT&T but not an AT&T resource located in your area. Your issue requires special tools available only to AT&T.

What I did on your behalf is commonly referred to as an escalation.
