Help! Broken Cable box on outside wall of building... a danger to little kids!

I do not have an account with at&t but the at&t cable box on the outside wall of my building is broken, wires exposed and sharp too! I have small children who could get hurt or damage the cable connections. I try to keep them away but I'm concerned they will get hurt. Please help, I've tried calling AT&T 3 times and spent over an hour on the phone, with no one helping me. All I need is someone to come out and fix or replace the box. It's a danger and needs replacing.
