Got a letter in the mail: Final Notice! Act now to avoid loss of service

I got a letter in the mail telling me to that they want to upgrade my service because they are retiring equipment. The letter is headlined "Final Notice! Act now to avoid loss of service". Then it directs me to call 866 two 78 fifty-nine fifty-six. I tried calling, it just puts me on hold, I only waited about 5 minutes and hung up. 

This seems kinda fishy. Is it a scam? I have done google searches for the return address on the letter and the phone number above and gotten nothing. Nothing on my online account mentions anything about an upgrade.

Scam. Don't respond and just delete it.
