Ethernet works half the time?
I've had at&t for a while. At least 5 years and never had a problem like this. My ethernet stopped working last wednesday. I am able to access some sites but not others. I cannot access online games but I can access online voice communication; my downloading still works fine. It says I must log in to this network before I can access the internet. Every time I do log in, (if it even loads) it tell me to pay to use the internet. I ALREADY PAYED. It keeps saying the same thing and it wont let me use my internet fully. The most frustrating part is it is only happening on my computer. My dad's computer (connected by ethernet to the same box), works just fine. All the devices work flawlessly. It is just this pc and I cannot figure out way. No things were updated on wednesday. I did not change anything. No settings configured, no new devices, no damage. It just stopped working and I am bewildered as to why. If anyone can help that would be great. I am willing to give more information if you need it.

Sounds like a possible virus on your computer. If your dad's computer and other devices work fine then I'd suspect your computer. Your ethernet connection is fine if you can download. Can you use a browser or is it just a specific site that you are being asked to pay for? This doesn't really sound like an AT&T problem but more of an end-user problem.

If only your computer is displaying that message, then again, I'd suspect something is amiss with your computer. I'd call AT&T and ask them to look at your account. If it's your dad's account then have him ask AT&T. Have you tried another browser?
Have you run any type of virus or malware software on your computer?

What could be causing the issue of the author's computer not being able to fully access the internet, even though they are already paying for it and all other devices connected to the same network are working fine?

Use att.com or myAtt app and confirm account status. If everything looks okay there, I suppose your computer could have been hijacked. However the message you posted does look legit.

I am in deep trouble. The url was not att it was attwg. It was a virus. I have reset the password to at&t but I can't get rid of the virus. It keeps popping up. I factory reset both computers and factory reset the router. I am powerless at the moment as anything we do is traced by this virus. Please any help would be appreciated!

Yes, you are in trouble. Unless there is a really good Windblows anti-virus program out there that can identify and completely remove the virus, it sounds like a complete wipe and re-install is in order. And, I would't re-install any software if you have a backup that was done after your computer became "squirrely".
I would also keep your computer isolated from the rest of your home network or any backup scheme you have because you don't want it to propagate thru your home network or your backups.
Going forward, you might want to be a bit more careful where you go on the internet and what you download.

The virus was probably in the WiFi box. My dad lied to me and the virus was on him. Now we know they’ve been tracking us. They have our att account. We are calling to see if art can help as they may have our bank info. I’m horrified right now. I know there’s probably not much you can do right now but I am crying as I’m typing this and would like some encouragement

Your story seems to be changing a bit. Don't know who "art" is. If you believe that you are a victim of identify theft then you need to contact your banks and/or credit card companies and start monitoring your credit cards and other accounts on a daily basis for any suspicious charges or withdrawals. Notify AT&T as well as the police if it looks like you've been compromised.
Unfortunately this is not technically an AT&T issue because you or someone in your family downloaded the virus by either visiting a website that was not legit, clicking on a link in an email or message, or downloading an app or program that was the vehicle for the virus.
