Duplicate IP address

I have a router/gateway provided by AT&T, Pace 5268AC. 

My cat has a collar that tracks her via GPS, but it also connects to the wifi to report statistics. 

For some reason, her collar frequently ends up with a duplicate IP address. Yesterday it had the same address as my work computer which caused some issues. 

I logged into the gateways web interface and gave her collar a static IP. 

Anyone have any thoughts why this issue occurred, and if my config change will prevent this issue from occurring again?

Probably the collar is not renewing DHCP address lease often enough and is using the IP even after the lease has expired.  Given that the collar is likely small, the battery is probably also small and the network power will therefore be as little as possible to preserve battery life.  The default DHCP lifetime is I think 10 minutes, so if kitty strays outside the home (or even just far away from the nearest router/access point) for more than 10 minutes... the lease will expire.  Setting up the assignment will keep it from being given away, but it would be a good idea to extend your DHCP lease time to twice the length of time you think the cat will be too far away to connect to Wi-Fi.  

Tracking via "GPS" allows the device to know where it is, but GPS doesn't provide any sort of reporting/tracking; that still requires some sort of network connection to report the location, either "Wi-Fi' or Cellular.
