DSL So Slow It Won’t Download Email

I live rural and have had DSL service for several years and it has worked fine. I could stream on one device with good picture, no problems with any social media, zoom calls. I was even able to teach online during Covid with no problems. Recently my service became horrific. I can’t even go to a news page. I run a speed test and get consistent downloads of 0.1 and 0.2 mbps and actually have good upload speed (for me) at 1.0mbps. That is with nothing else on the network and a wired connection to my laptop. I have went around and around with ATT who had me unplug the router, etc… and just had a tech at my home who replaced the gateway, said everything looked good, said the new gateway would have to “update” and would work fine. It obviously didn’t. When I call ATT they always make me go through the same meaningless tasks that don’t help and then tell me everything looks fine on their end. Same when I chat. Now, I’ve struck out with an on site tech. There has to be some issue with a distribution hub or something, but given that their tests show zero problems, they won’t do anything to even check.  Has anyone had a problem like this and gotten a resolution? If so, how?
