AT&T Throttling or Level3 issue

While connecting to a gaming service, like World of Warcraft, the traffic is either being throttled or misrouted causing high latency.

Phone support was useless and took over an hour of my time and transferred me 6 times.

I am in Memphis, TN and experiencing the exact same issue exactly at the point where AT&T UVerse peers with Level3. What is the issue? The IP it hangs in is:

I know this is not a Level3 issue because I have other coworkers who are not on ATT UVerse, and are not experiencing issues with Level3 at all. This has been happening for at least one week. I am on a Gigapower connection, and everything else responds well, except this.

Help! My work place comes out of a Level3 line!
