All lights green on 5268ac yet internet connects and disconnects

Internet was working fine until account got suspended I paid the bill yesterday in full. When I came home I plugged the power back into the box lights all when green  . when I connect my lg it says connected no internet , fire stick connected with problems, Xbox can't update it and laptop connects and disconnects internet yet all lights are green .I've tried  unplugging and plugging the power back into wall outlet , tried 30 sec reboot red button on back , tried having tech on phone reboot it ,tried reseating cords in the box  and yet it connects to all devices and turns off when trying to load  a page or it just doesn't load and dinosaur pops up saying check modem and cords . note I did disconnect and forget all devices connected as well. If there's any other options you could suggest trying please do thankyou .
