2nd Wireless Router with Parental Controls

I've seen a few different possible solutions in the forums but they are either way over my head or not quite the right approach for my situation.  I want to add a second route which has parental control features for wireless access (set time limits for wireless access).  I would like for the wireless devices to be able to access the same resources as the wired devices.  Here is an image of what I THINK I want:

The Minecraft server is available to others outside the network.  I currently have the Linksys set up with the IP Passthrough feature but that does not seem to allow access to the existing network due to the difference in address.  Any thoughts, help and advice would be appreciated.
