Unable to send email from my [email scrubbed] email address

I have an email address of [email scrubbed]. I am unable to send email from this account. I can receive emails. I have been told that the port is blocked and that this requires a postmasters forum request or support ticket. I started having POP send problems in last couple of days. Receive still OK. Another post in this forum says the same. I suspect it is some sort of ATT outbound server problem.
