I have tried to log into my email and it won't let me and now it says to many attempts

I have not been able to sign on or send or receive since April on my att email. Now I spent the biggest part of the day on the phone with support, thought it was resolved but it was not and the tech connected me to the digital support person who was not in this country and the connection was really bad, I could only catch a word now and again and the connection was finally lost, problem remains the same.
How can we improve?
