Devices delivered to store

I went into the store and bought a new iphone and ipad and had them delivered to the AT&T store. Tracking shows they have been delivered but the store says they are not there and cannot help me. Customer service also cannot help (after 90 minutes). I see from the forums this has happened to several people. Is this fraud? What are next steps?

In order to best assist, we are curious to know if you received a tracking number in the email with information about the status of the order. Also, what was the time interval between the order date and expected delivery? Did you get a delivery notification before the order was due for delivery? Did you also check a few days after to see if this was because the delivery was delayed?
