Cannot connect to subdomain website.

I seemed to noticed that there are several instances blocked with AT&T uverse. I am attempting to creat a private server for a online game. The portforwarding took over 12 hours for some odd reason. Now I'm creating my own website through using a free subdomain and then I recieve this error page when trying to connect to the control panel. Error code: ERR_CONNECTION_TIMED_OUT

 

On any other ISP the page connects but with AT&T I receieve that error message. Also why are so many things blocked, such as captchas aswell? I'm considering on switching services due to all of these problems I have ran into.

If you do any amount of online gaming you know that 18 Mbps is not enough for many online game.
Whether you are into FPS or MMORPG, you need more bandwidth.
We just went back to Cox for this reason.

I understand that part and you are saying that the bandwidth is the reason why I can't connect and FTP? I'm thinking its some sort of portforwarding issue.

You are correct, it is port forwarding. I'm just saying it may be a lot of
work for a disappointing outcome. I believe the demand of FPS is less than
MMORPG, so you might manage if you are near the router and have full
bandwidth.
