Internet Air Wifi keeps asking me to sign in and register

Happening on Android ONLY - Pixel 6a, Kindle Fire, Fire TV.  NONE of our IOS devices are doing this.  But AT&T is continually asking Android devices to sign in, and goes to the registration page where its says "Let's get you registered."  Then you must accept "Use Internet as is" before it will connect.      

Please don't tell me to reboot the router, reset the router, restart my phone or make sure my phone is up to date, try it in Airplane mode, etc.  because I have TRIED ALL OF THESE THINGS already MULTIPLE times, and NOTHING has helped.   

Looking for the real solution.

Oh, and I have also RESET Bluetooth and Wifi settings on my phone.  Did not help.
