IMPOSSIBLE TASK OF APPLYING ACP BENEFITS TO EXISTING AT&T ACCOUNT

For more than a week I have been trying to reach a live person to assist me with the transfer of my ACP Benefits.  I have spent more than 45 minutes on hold each day and on two occasion when the call was answered it was a recording saying the office was closed.  I have also tried to apply my benefits using the web interface only to be given an error message saying my information could not be verified.  I even contacted ACP to confirm my information was correct and reviewed my AT&T account profile to ensure a match.  AT&T seems to have no jurisdiction over the ACP department and has not been able to advise me on a solution to this problem.

Has any one had to face the impossible task of applying your ACP Benefits to your AT&T Account?  I'm looking a solution that isn't going to involve unacceptable hold times and more dead ends.
