Want to file a customer complaint

How in the world do I file a complaint to AT&T? 

These people are impossible to get ahold of. 

Extremely unhappy with this experience, they owe me from JULY and keep telling me longer and longer and longer till I get it.

It’s absurd that I received an email telling me; my upgrade request has an issue. Then it takes me talking to an individual for half an hour (most of the time on hold) while he is texting support for the why. Just to be told you are unable to connect me to 100 Internet. Because your circuit is overloaded currently. That’s what I wanted when I came back to ATT.

WHEN WILL I BE ABLE TO RECEIVE THE UPGRADE?? NO ONE KNOWS; WILL I BE NOTIFIED WHEN THE UPGRADE BECOMES AVAILABLE WHO KNOWS. TIME TO CHANGE ALL MY ATT SERVICES BACK TO VERIZON!

I’M HARD OF HEARING AND HIS ENGLISH SKILLS ARE LIMITED AND HARD TO UNDERSTAND. WHY CAN’T I SPEAK TO AN AMERICAN WHO SPEAKS ENGLISH 100%?
