Very slow 3.0 MBPS, solutions?

I have had AT&T internet 3 1/2 years. I live alone so not multiple devices streaming heavily. It takes 10-20 seconds, to load. Speed test says I get 2.3-3.3 MBPS. I don't need the 100MBPS advertised, but how about 6-7 for crying out loud? The service goes out daily and the green light on the router has been dim since installed. The wi-fi signal is strong. I tried AT&T Direct TV Now which is a streaming service, but it takes 15 seconds to do anything. Ran into an acquaintance who works for AT&T, he checked my address, said "Oh..." and had to leave. What is up? why so slow? I pay my bill fast.
