Unable to reset my DSL (not u-verse) password

I have DSL (not U-verse) and the page linked in the associated DSL support article (https://www.att.com/esupport/article.html#!/dsl-high-speed/KM1000664) has loaded up the attached error (I'm using an alternate internet connection to actually attempt to reset my DSL password, so I do have access to this page).

And it loads the error in the attached screenshot. (I also had to bypass the security settings in my browser as it was flagging it as unsecure and not allowing me to pass through by default).
