Tree Limb Grown Into, Thru, and Around Utility Line

I just had a tree service cut back many years worth of neglected tree limbs.  While cutting back the limbs, the tree service discovered the limbs had been there so long that the branches actually grew into, thru, and around the lines.  As they didn't feel comfortable trying cut them off, they cut them back as much as possible.  Who is responsible for removing them, as most likely the lines would be cut in the process?

  What I am afraid of happening now is they are left to rot and (worse case) fall on someone.

I can understand the concern of having a tree growing around a line.  I will be more than happy to guide you on where you need to contact.  Usually the tree is the responsibility of the owner of the property it is growing on, however we do offer a fantastic Forum’s post which has information for this situation. It is also recommended to contact the power company to see what to do as well.
