Transferring Billing Responsibility

My brother is transferring billing responsibility to me. When I accepted and went through the process, it said after my credit check it could not complete the transfer but then it completed the rest of the process and said I would receive an email when it was complete. I'm unsure if this is going through. Should I assume it isn't?
