Overcharging ATT Access customers

I have paid my bill in full Befire getting reconnected I was told and inkube saw my bill at 19.00. I pay it in full. Then I get a message 3 weeks later saying there has been a reconnect fee of 45.00 applied to my bill. Who charges a reconnect fee after already being connected. Why wasn't this fee applied when I paid my bill. Reconnect is when you are cut off and have to pay that fee BEFORE you are reconnected. I am already a Access customer and pay a fixed fee for a reason. I qualify for these discounted service. At first I was told it was a overage for internet use....2 days later it's for reconnect fees. This is criminal and unfair and wrong.i was told it would be removed from my account but it's still there and not to mention the rude customer service agent that assisted me. This is wrong I have a disabled child that rely heavily on the internet for her studies and this is wrong. 

Please I hope someone helps I am recording and keeping record of all calls and correspondence .
