I'm looking at purchasing a piece of property that is criss-crossed by att phone lines.  Is it possible to offset the lines to facilitate construction?

I’m in need of a wrecking permit to tear down an old house. Is AT&T services currently installed at 6043 (Edited per community guidelines)ton Ave. Indianapolis IN. 46219?
