I'm trying to cancel my service and having no luck.

I began trying to cancel my service after I received my bill in September. I have now been billed for another month and I have not had the service connected to anything since that bill in September. Will just returning the equipment force it to happen? I will not pay the bill until this is resolved and I won't pay the October bill period.  Thanks for any help you can offer.
