I have a collection for a service I never received

When I first started college I was going to switch to att for the student discount. I called them and told them I was interested and planned a callback to verify services. After the initial call I called my provider and explained I'd be cancelling whit them "spectrum". The matched the price with better options so I stayed. I then told att I'll be staying with my provider. They charged me. at&t charged me, and when I told them there was a mistake, they apologized and said it would be taken care of, then I got charged again. So again I called and was told the same. Now last year in October I come to find AT&T sold what they said would be taken care of to a debt collector. I never once agreed to this service and said I was only interested and would confirm a account at a later date.
