Error in charging an ETF

I had paid off all my ATT charges , waited until the billing period was over and closed my internet and wireless accounts. Originally, I was told that I was being charged an ETF for my Internet. I had serviceman out to my place the week before to install the fiber internet service. After 7 hours and two different servicemen at my place, the result was that they couldn't. One of them signed me up for a new internet account without my knowledge. I had that ATT internet service for over 10 yrs. When I called to dispute, the customer service person on the phone basically said you're screwed, just don't pay it. I'm not. Now the bill states that it's an ETF for my wireless account.

Oh. by the way ATT refused to  transfer my # to T Mobile and said they couldn't tell me why.

I'm so glad to be with T mobile. I'm giving ATT the same silent treatment they gave my lawyer when I tried to sue them for another issue.
