Charged for ACP

My ACP has been charged to my regular DSL bill, hopefully by mistake.  The total bill for DSL is $94.  It is usually $64 monthly for DSL.  The $30 ACP was added and I'm frustrated and can not get help.  I keep getting forwarded back and forth to different departments.  Clearly, this was added to my DSL account.  I'm afraid if I pay it this month.....ATT will continue to add this amount to my bill each month thereafter.
